After playing for longer than 200 hours each TW title from Rome and on, i would choose Rome 2 as my personal favorite in every aspect. There is nothing broken at this moment, the quantity and variety of mods is pretty big and even though it has many DLCs, it is worth every cent you spend on it. Even w/o mods the game has a pretty high replay value. Unlike the first Rome, it is pretty historically accurate too (especially its Wrath of Sparta Campaign). I have personally tested a few mods but they didn't fancy me so much (never tried the Radious mod).

I use almost the same setup as Janrok24 suggests, but with Better Campaign AI 2.1 also installed. It seemed to cut down on the dumb AI moments where they'd force march right up to you, never replace their levy units etc. There's also a very light-weight 'Remove Forced March' mod that you might want to look into if problems persist.
